EPF Form 11

EPF Form 11 is a self-declaration form, mandatory for new employees under the Provident Fund and Pension Scheme. While it is a detailed account of one’s particulars, it is essential in today’s time.

In the Indian work arena, the Employees Provident Fund, also called EPF, is a social security scheme. The Government of India implements it to help employees generate savings while earning. EPF entails that the employee and employer contribute a small amount each month. They are leading to a substantial corpus to be generated at the time of the employee’s retirement.
 

EPF Form 11 comes into perspective in this case. It helps the employer determine whether the employee is already an EPF scheme member.

What is Form 11 of PF? Who needs to fill it?

EPF form 11 is a self-declaration form. It needs to be mandatorily filled and submitted by an employee when joining a new organization that provides an EPF scheme if the employee is not a member of the EPFO.
 

The ideal candidate for EPF form 11 is an employee joining a new organization. The organization must be registered under 1952’s EPF Savings Scheme. Moreover, existing EPFO members must also fill out the form when switching jobs. The form consists of important details about the employee's contribution toward the PF.
 

When the employee’s salary exceeds ₹ 15000, and the employee works in a company with more than 20 employees, the employer must enroll the employee for EPF.
 

Conversely, when an employee is already an EPFO member, the employer must continue their PF obligations.
 

EPF form 11 consists of the employee’s EPF history. It can also be used for the purpose of automatic PF account transfer.
 

Another interesting fact about this form is that earlier, employees used to fill out Form 13 for EPF account transfer. However, form 11 enabled automatic transfer requests without the hassle of additional form filling. Additionally, EPF form number 11 can be used to make the form 11 declaration for the pension scheme and the provident fund.

What is the Structure of EPF Form 11?   
  

The Employee Provident Fund form 11 consists of a total of 11 fields to be filled by the employee. It consists of a section labeled ‘Declaration by Present Employer,’ which is filled by the employer.
 

EPF form 11 is an online submission form and consists of the following particulars:
 

  • Name and date of birth of the employee
  • Gender, Email id, Mobile number
  • Details of previous employment like the last working day, scheme certificate particulars, Universal Account Number (UAN)
  • Educational particulars and Marital status
  • KYC details such as Aadhaar card, IFSC and Bank account details, Permanent Account Number (PAN) details
     

Additionally, the employer must provide the following documents:
 

  • Date of joining of the employee
  • Provident Fund ID number of the employee
  • Verified details of the employee
  • Particulars of the previous employer, EPF, and EPS participation:
  • Assertion of whether the employee is currently a member of the Employee’s Provident Fund Scheme, 1952
  • Whether the employee exists as a member of the Employee’s Pension Scheme, 1995
  • If the employee marks a ‘YES’ with respect to participation in any of the two schemes, they have to mention additional details. These details include the Scheme Certificate Number, Provident Fund Account Number, Date of exit from the prior employment in dd/mm/yyyy format, and Pension Payment Order Number if issued.
  • If the employee is an international worker, details like Passport Number, Validity period of Passport, and Country of Origin are to be specified.
     

Additionally, the employee must sign an undertaking mentioning the date and place it on the left-hand side of the form.

How to submit EPF Form 11?  

Once you have filled in the required details in the EPF form 11, you will have to submit it to your employer. The employer will sign and stamp the form. Then, the employer will submit it to the regional EPF office. However, this process can be done online if you possess a Universal Account Number (UAN).

What responsibilities does the employer have to undertake concerning EPF Form 11?
 

  • The employer must ensure that all new joining employees of the company fill out the epf form 11. The time to fill the same is one month. The information is to be uploaded on the UAN portal within a period of 25 days from the end of every month.
  • The employer has to share the UAN details generated by the EPFO. These details must be shared with all the existing fund members within 15 days of receiving the UAN. The employees must get an acknowledgment for the same.
  • The employer is required to seed the KYC details of members within a month of receiving UAN. These details include PAN, Bank account details, and an Aadhaar card.
  • If the member doesn’t possess an Aadhar card, the employer must submit the Aadhar acknowledgment slip within 30 days from the receipt of UAN.
  • Once the employer receives Aadhar particulars from the employee, they are required to upload these details on the UAN portal. The time limit for this is within 15 days of receipt of said information.
  • Apart from the mentioned responsibilities, the employer must inspect claim forms carefully. The employer must ensure the forms are up to date before sending them to the EPFO. All aspects, including KYC-like crucial information, must be verified.

Important EPF Information for International Workers 
 

International workers consist of two groups of employees:
 

  • An Indian employee, either currently working or has worked in another nation. A nation with whom India is a signatory to a Social Security Agreement called the SSA.
  • Any employee who is not an Indian and works for a company in India is covered under the Employees’ Provident Fund as well as the Miscellaneous Provisions Act.
  • Earlier multinational workers in India weren’t eligible for the EPF Scheme. However, every qualified overseas worker is now under the obligation to contribute toward and join the EPF Scheme.

What is the purpose of EPF Form 11?

The EPF Form 11 is important for the following purposes:
 

  • Allows a new employee to continue receiving benefits of the EPFS if he was a member of the scheme before. In case the employee’s salary is above Rs.15000 and he is filling out the form for his employment, the employee has the option to not opt for EPF. Such an employee would be called an excluded employee.
  • Moreover, the employees receiving PF pensions or those who have withdrawn their PF earlier are also considered excluded employees.
  • EPF Form 11 also helps employees in automatically transferring any amount from a prior provident fund. This amount is transferred to the new Provident Fund account.

Conclusion

EPF form 11 is a method of self-declaration for employees for their respective provident and pension fund schemes. Individuals joining new companies can fill this mandate. Given that the company has a Family Pension Scheme with Employees Provident Fund effective.
 

Additionally, EPF form 11 ensures that the Provident Fund department is updated with a thorough database. The database is inclusive of information about employees. It can be used for activities like audits, cross-checking, and inspection.
